PROBLEM TO BE SOLVED: To provide a device and method for accurately radially locating a turbine brush. SOLUTION: This device comprises a labyrinth seal segment 18, having a slot 30 for defining an interior ledge 36 opening toward a direction of a rotor R and facing the rotor R being apart therefrom, and a brush seal segment 28 inserted into the slot 30 with having an outer shoulder part 36 facing to the rotor R and lying over the interior ledge 36 of the labyrinth seal segment 18.
