PROBLEM TO BE SOLVED: To provide a sticking device and a sticking method capable of automatically sticking a freshness holding agent to the inside of a packaging bag previously formed in a bag shape. SOLUTION: The sticking device for sticking the freshness holding agent on the inner surface of the packaging bag comprises an adhesive layer forming mechanism for forming an adhesive layer on one surface of the freshness holding agent, a moving mechanism 50 for storing the freshness holding agent having the adhesive layer and moving the stored freshness holding agent to a predetermined position inside the packaging bag, and a press contact mechanism 60 for press-contacting the freshness holding agent with the predetermined position inside the packaging bag through the adhesive layer by pressing the freshness holding agent moved to the predetermined position inside the packaging bag previously formed in the bag shape by the moving mechanism.
