PROBLEM TO BE SOLVED: To efficiently remove the ammonia included in waste water. SOLUTION: Ammonia-containing waste water introduced into a first stage reaction chamber 1 from outside the system is brought into contact with microorganism groups under an aerobic state to oxidize the ammonia component included in a liquid phase to nitrous acid. The treated water in the first stage reaction chamber 1 is brought into contact with the microorganism groups under an anaerobic state to convert the ammonia component and nitrous acid component included in the liquid phase to gaseous nitrogen in a second stage reaction chamber 2. A seed sludge supply means 11 which supplies the seed sludge containing the ammonia oxidation bacterium groups acclimatized by activated sludge 111, ammonia oxidation bacterium media 112 and nitrous acid oxidation bacterium inhibitor 113 to the first stage reaction chamber 1 is annexed to the chamber 1. The nitrous acid oxidation bacterium inhibitor 113 are intermittently supplied to the chamber 1, by which nitrous acid formation type nitrification is maintained.
