SOLUTION: An objective ground is loosened by injecting high pressure water from an injection nozzle 3 provide in an injection pipe inserted in the ground to make sludge S, the loose sludge S is pushed up by pressing a high viscous self-hardening improved material G in the loose ground to move it to the ground, at the same time, while the displacement caused by the self- hardening impoved matrial G is made to form an improved body, the removed sludge 11 is separated into the top clear liquid and concentrated sludge by settling separation with a sludge adjusting tank 15, the top clear liquid is extracted from the tank and is supplied to a liquid storage tank 16, the extraction of the top clear liquid is stopped when the sludge stored in the sludge adjusting tank 15 reaches the specific water content, at the same time, the sludge in the sludge adjusting tank is extracted to mix with the self-hardening material, the mixture is supplied to the injection pipe 1 as the self-hardening improved material to reuse, and the top clear liquid in the liquid storage tank 16 remains unchanged or adds water to supply it to the injection pipe 1 as the ground loosening liquid to reuse.
