PROBLEM TO BE SOLVED: To improve a judgement rate of a kind of precipitation phenomenon which has been judged conventionally, permit the judgement of a kind of precipitation phenomenon which has been difficult to judge conventionally, permit the judgement of a kind of a part of visibility obstruction phenomenon, permit the judgement of ice accretion property which is a characteristic of precipitation phenomenon, and obtain a precipitation amount of precipitation phenomenon. SOLUTION: A type of rainfall particle is judged using scattering strength of a projection light by rainfall particle, a visibility value, the number of rainfall particles per unit time, average drop speed, and frequency distribution of drop speed which are obtained by observing rainfall particles individually. Moreover, visibility obstruction phenomenon is judged from the visibility value and humidity, and rainfall particle having ice accretion property is judged from rainfall particle which can be judged, temperature, and relative humidity. A precipitation amount is obtained from the number of rainfall particles and their masses or the visibility value.
