PROBLEM TO BE SOLVED: To prevent degree of vacuum of a condenser from becoming not more than a given value at the time of cold starting. SOLUTION: In an exhaust heat recovery facility in a combined cycle electric power plant, main steam pipes 1, 2, 3 are connected to the side of a steam turbine from an exhaust heat recovery boiler A and steam drums 7, 8, 9, and main steam drain pipes 4, 5, 6 are connected to the main steam pipes 1, 2, 3, respectively. At the time of cold starting, a gas sealed in the pipes 4, 5, 6 is flowed into a condenser B. In such a method of cold starting, main drain steam valves 22, 23, 24 are controlled so that the gas can be flowed in at a flow rate which does not lower the degree of vacuum of the condenser B to a level not more than a given value.
