PROBLEM TO BE SOLVED: To provide a terminal adapter device capable of performing efficient data transfer and reducing a communication cost even in the case of receiving 'interruption/restart' service from an ISDN network to another terminal during data communication. SOLUTION: This terminal adapter device 110 is provided with a DTE I/F part 130 performing an interface operation with a data terminal 11, a DCE I/F part 140 performing an interface operation with an ISDN 30, a resource managing part 80 performing flow control so as to prevent data from the terminal 11 connected to the part 130 from disappearing, and a service managing part 150 which is connected to a voice terminal 126 in communication, sets flow control in the terminal 11 in the case of receiving an 'interruption' service of the ISDN 30 to the terminal 126 and also releases the setting of the flow control in the case of receiving a 'restart' service of the ISDN 30.
