PROBLEM TO BE SOLVED: To provide a structure and a method of construction capable of improving the communication function of the existing active radio wave tower without generating radio wave hindrance. SOLUTION: An antenna mounting member 17 that supports the just under part of the existing antenna 1 of the existing radio wave tower 2 is provided along a virtual loop 16 surrounding the just under part with prescribed clearance 20, and an alternate antenna 10 corresponding to the antenna 1 is attached to the member 17 outwardly. After the antenna 1 is switched over to the antenna 10, a new tower-shaped structure 12 being higher than the tower 2 is constructed through the clearance 20, and a new antenna 11 is attached at a part higher than the antenna 1 on the structure 12. The member 17 desirably includes a plurality of support arm members 19 projecting from the just under part of the antenna 1 to the loop 16 with a circumferential direction clearance separated from one another and an annular member 18 inscribing the loop 16.
