PROBLEM TO BE SOLVED: To provide an image forming device having an electrostatic charging member which has high durability over a long period of time and makes it possible to always stably obtain a desired electrostatic charging state and a method capable of surely manufacturing such electrostatic charging member. SOLUTION: The image forming device has an org. photoreceptor or amorphous silicon photoreceptor with which an electrostatic charge image is formed, the electrostatic charging member for electrostatically charging the photoreceptor, a developing device for developing the electrostatic charge image on the photoreceptor, a transfer section for transferring the toner image to a transfer material and a fixing device for fixing the toner image on the transfer material. The electrostatic charging member has a planar grid obtained by forming a gold plating layer on a grid base material made of a stainless steel in a porous planar form. The gold plating layer is preferably formed directly on the surface of the grid base material. In the method for manufacturing the electrostatic charging member, the planar grid is manufactured by forming the gold plating layer on the surface of the grid base material made of the stainless steel by an electroplating method by pulse current.
