PROBLEM TO BE SOLVED: To provide a developing device and a printer equipped with the device capable of preventing secular surface staining and the lowering of developing density and realizing excellent development without causing irregular developing density in a width direction orthogonal to a developer carrying direction on a developing sleeve while maintaining the stable self regulation of toner density. SOLUTION: This developing device is provided with a peeling roller 11 peeling the upper layer part of the developer carried and fed on a developing sleeve 4 so as to be opposed to the surface of the sleeve 4 in a non-contact state in a developer storage part S in which the developer regulated by a doctor 6 is stored. A roller constituted of magnetic substance and driven to be rotated in the same direction as the sleeve 4 is used as the roller 11. It is conceivable to install a stirring comb member 20 stirring a part where the toner of the developer on the sleeve 4 is taken in or a sheet member 21 coming in contact with the part where the toner of the developer is taken in at a position adjacent to a toner hopper 8 in the storage part S.
