PROBLEM TO BE SOLVED: To produce steel excellent in worked zone toughness in various corrosive environments at a low cost. SOLUTION: In this steel excellent is worked zone corrosion resistance, steel containing, by mass, <=0.02% C, 0.01 to 3% Si, 0.1 to 3% Mn, 0.1 to 9.9% Cr, 0.1 to 10% Al, 0.0003 to 0.1% Mg, <=0.03% P, <=0.01% S, <=0.02% N, and the balance Fe with inevitable impurities is used as a base material, and, at least on the face to be exposed to a using environment, a layer of a metal whose potential in an aqueous solution environment is baser than that of the base material is formed to have a thickness of 0.5 to 500μm.
