PROBLEM TO BE SOLVED: To discard an abnormally issued ID card such that it can not be used illegally within an ID card issuing apparatus 11 without taking it out therefrom and to prevent an abnormally issued ID card from being flowed out and used illegally. SOLUTION: A discard processing section 37 is provided in an ID card issuing apparatus body 11 and an ID card issued abnormally in an ID card issuing apparatus 11 is discarded and contained separately from normal cards. |
