PROBLEM TO BE SOLVED: To provide a seal structure capable of reliably preventing a water leakage without generating a gap even if a shield machine has lugs. SOLUTION: At least one seal member is fixed inside an embedded ring, and both ends of an endless rubber or resin sheet material are fixed to form a closed space for the seal member, and a fluid can be sucked or discharged into or from the closed space in this seal structure for a horizontal shaft where the shield machine starts or arrives. The rubber flowing and deformed by itself is laminated on the seat material at the portion where the seal member is kept in contact with at least the shield machine.
