PROBLEM TO BE SOLVED: To allow a wheelchair user and the like to pass through a small stair, to allow usage as the small stair usually, and to secure an sure operation irrespective of secular change. SOLUTION: An elevatable part 7 set on a lower floor face A of the small stair 1 when used, and having a mounting block 9 is moved upwards or downwards until the mounting block 9 comes to a level substantially equal to an upper floor face B or the lower floor face A. A floor plate 19 laid over between the upper floor face B and the lower floor face A of the small stair 1 and provided to be freely turned up and down when the elevatabl part 7 is elevated, and moved relatively along an axial direction with respect to a shaft member 71 when the mounting block 9 is elevated is turned down by a floor plate moving means 75 to form a platform for communicating the mounting block 9 with the upper floor face B. When the mounting block 9 is moved downwards, the floor plate 19 is turned up by the floor plate moving means 75 to bring the stair 1 into an exposed condition.
