PURPOSE: To provide a packet processor which can process packets at high speed and is rich in adaptivity to protocol change. CONSTITUTION: A digest generation part 508 prepares digest information (e.g. (1) IPv4 packet and UDP of an Ethernet (R) frame, (2) IPv4 packet of the Ethernet frame and the SYN/FIN message of TCP, (3) the IPv4 packet of the Ethernet frame and ICMP message, and (4) information showing one of the four) capable of specifying a process to be performed for an input packet by referring to a plurality of the predetermined fields of the header of the input packet, a packet process instruction sequence generation part 509 selects an instruction sequence to be applied to the input packet according to the generated digest information, and an instruction processing part 520 processes the input packet by using the selected instruction sequence.
