PURPOSE: An apparatus and a method for detecting a transition section of speech, and a method for compounding the transition section are provided to improve the detection rate of transition section related to speech in a noise environment and obtain high quality speech of low bit rate by effectively compounding detected transition section. CONSTITUTION: An excited signal preamble(300) emphasizes a section including peak value in an excited signal to speech by formalizing the excited signal, removing direct current component, and getting center clipping. A relative peak calculation part(310) obtains the peak value of the excited signal and relative peak value by using a predetermined reference peak value, A transition section detecting part(320) judges whether the transition section exists, based on the relative peak value.
