PROBLEM TO BE SOLVED: To make increasable the number of coins to be accepted at need, to make coins returnable even when a power source is interrupted or any fault has occurred in a temporary holding mechanism and to reduce a damage caused by an illegal action. SOLUTION: On the basis of an operating mode switching command, a temporary inserted coin holding control part 5 performs switching of an inserted coin temporary holding mechanism part 2 to an ordinary mode, which does not have a temporary holding function, or a temporary holding mode having the temporary holding function. On the basis of a power on signal, a temporarily held coin return control part 6 returns coins stagnated in the inserted coin temporary holding mechanism part 2. On the basis of a returning command, a returnable coin control part 7 returns the coins in the inserted coin temporary holding mechanism part 2 as change. In the case of a fault in the inserted coin temporary holding mechanism part 2, on the basis of the returning command, a temporarily held coin substitutive return control part 8 returns the coins held in the inserted coin temporary holding mechanism part 2 from a coin storage part 3.
