PROBLEM TO BE SOLVED: To provide an optimum noise reduction device, in response to a motion of an input video signal by controlling respective noise reduction devices in a way that a motion detection frame cyclic type noise reduction device is mainly used for a still image, to reduce noises and an area selection type noise reduction device is mainly used for a moving image to reduce noises. SOLUTION: The motion detection frame cyclic type noise reduction device 1010 outputs a motion detection circuit output (K) 1011, denoting motion information of an input video signal 1000 to a motion detection means 1009 in order to reduce a noise component, in response to the motion of the input video signal 1000. The motion detection means 1009 compares a preset motion threshold, denoting the motion of the input video signal with the motion detection circuit output (K) 1011 and allows the motion detection frame cyclic type noise reduction device 1010 to reduce the noise components, when the detection means discriminates a still image or allows the area type noise reduction device 1020 to reduce the noise component, when the detection means discriminates a moving image.
