PROBLEM TO BE SOLVED: To provide a sandbag, capable of not only functioning properly in fresh water but also in sea water which will not float inadvertently. SOLUTION: This sandbag comprises an outer bag body woven roughly with strong fibers, a middle bag body made of a highly water permeable thin raw material placed in the outer sandbag, and a water soluble pack housing a highly water absorptive water swelling resin, which dissolves when brought into contact with fresh water or sea water placed in the middle bag body and then swells, by reacting with fresh water or sea water.
