PROBLEM TO BE SOLVED: To quickly and easily specify leaking fuel assembly directly at site and reduce exposure of workers. SOLUTION: The device comprises a shipper cap 23 provided in the upper part of an opened reactor pressure vessel 4 corresponding to a fuel assembly 1 to form an air layer above a reactor water surface and provided with a reactor water outlet at the side, a stirrer 26 for stirring the liquid phase in the shipper cap 23 and extracting the radioactive gas to the air layer above, a means for guiding the radioactive gas extracted with the stirrer 26 to a measurement system from the shipper cap 23, and a radiation monitor for obtaining the count rate by measuring the radioactive gas guided to the measurement system.
