PROBLEM TO BE SOLVED: To provide an inorganic fiber mat standard plate for measuring heat conductivity, having stability of heat conductivity and shape and capacity stability with respect to changes in the lapse of time, and a method of manufacturing the same. SOLUTION: An inorganic fiber mat standard plate for measuring heat conductivity is constituted by laminating and molding a plurality of mat-like articles, each based on at least inorganic fibers and containing organic fibers and an adhesive and manufactured by forming a single-layered thin wet mat-like article from a slurry, which is prepared through dispersion, disintegration, stirring and mixing of inorganic fibers, organic fibers and adhesive by a papermaking machine and laminating a prescribed number of the wet mat-like articles and thereafter to thermally mold and press them.
