PROBLEM TO BE SOLVED: To quickly start waiting for an ordinary call and to also suppress power consumption by suppressing execution of initial scanning to the utmost in a transition state toward a waiting state of the ordinary call. SOLUTION: A CPU 26 executes initial scanning at application of power to store a reception level of each channel into a RAM 28. Then the CPU 26 selects a control channel to await an emergency call to start waiting of the emergency call according to the result of the initial scanning. When a user enters a regular password in this state, the CPU 26 discriminates whether or not the result of initial scanning stored in the RAM 28 is valid on the basis of the lapse of time from the initial scanning at application of power, selects retrieval of a control channel of a contracted communication enterprise on the basis of the information stored in the RAM 28 when the result is valid, and starts waiting of an ordinary call.
