PROBLEM TO BE SOLVED: To solve a problem that it is difficult to maintain the control performance of a thermal power plant in an optimum state because the plant is a mult-input multi-output system, respective inputs and outputs interfere with each other and their characteristics are changed. SOLUTION: The operation controlling method for the thermal power plant has a physical model for the plant and a control device model, adjusts the parameters of the physical mode on the basis of the operation data of the plant, adjusts the control parameters of the control device model by using the combination of the parameter adjusted physical model and the control device model and adjusts the control parameters of the control device on the basis of the adjusted result of the control device model. The adjusted result of the control device model is displayed as guidance.
