PROBLEM TO BE SOLVED: To effectively utilize a shared up line frames in the case that a radio base station is provided between an optical network unit(ONU) and an optical subscribe unit(OSU) in a subscriber system network device where the OSU accommodates the ONUs, the OSU assigns the shared up line frame with respect to the request of the shared up line frame the ONU and the ONU transmits the shared up line frame to the OSU, such as a subscriber system network device on the basis of the STM-PDS band shared system. SOLUTION: The radio base station observes the state of up line frames from the ONU preferentially selects a shared up line frame request from the ONU connected in radio link in an excellent state and informs the OSU about the result of selection. While making the transmission system in the OSU the same, the effective utilization of the shared up line frame can be attained.
