PURPOSE: A cooling operation control system of a steam turbine is provided to shorten the required turning time of a turbine rotor by slowly lowering the temperature and pressure of main steam when a generator performs a load down. CONSTITUTION: A load controller(29) slowly decreases the load of a generator until cooling operation condition. A sensor unit includes a temperature sensor(21b) and a pressure sensor(21a) for main steam. A main steam control unit(22) controls the temperature and pressure of the main steam. A temperature controller(24) controls the temperature of the main steam to reach a setting temperature according to the control of the main steam control unit. A pressure controller(25) controls the pressure of the main steam. A variation restrictor(23) controls the temperature controller and the pressure controller to slowly vary the temperature and pressure. A reheat steam temperature detector(26) detects the temperature of reheat steam generated from a reheater(4). A reheat temperature controller controls the reheat temperature to reach a setting temperature. A fuel amount controller(31) controls a fuel amount fed to a burner(11). A water feeding controller(30) controls a water amount fed to a boiler(1). A control unit(38) for exhaust chamber temperature includes an exhaust chamber temperature controller(34), a temperature detector(36) and a hot water control valve(37).
