PROBLEM TO BE SOLVED: To provide a preparation method for a liquid to apply a fluorescent layer capable of sufficiently utilizing the potential (especially luminous quantity) that production method of radiation image conversion panel inherently has, and a production method for radiation image conversion panel. SOLUTION: The preparation method for a liquid to apply a fluorescent layer for radiation image conversion panel consisting of a refining process for refining bonding agent and dispersing/mixing process for dispersing and mixing the bonding agent refined in the refining process and fluorescent body in a solvent and the panel production method of radiation image conversion process are provided.
