PROBLEM TO BE SOLVED: To provide a heating element and a heat sealer with which troubles for partially sealing a portion to be sealed of a package can be reduced. SOLUTION: A heater 10 (heating element) formed to be linear to heat-weld a portion to be sealed of a package made of a thermoplastic resin comprises a first linear part having a predetermined electrical resistance value per unit length and a second linear part having a larger electrical resistance value per unit length than that of the first part, wherein heat generated by the second part is used to heat-weld the portion to be sealed.
