PROBLEM TO BE SOLVED: To provide an amphoteric polymeric flocculant capable of obtaining floc well-balanced in strength, the rate of filtration and water content in the dehydration of pulp or paper manufacturing industry sludge, and a dehydrating method of the sludge using the same. SOLUTION: The amphoteric polymeric flocculant for the pulp or paper manufacturing industry sludge has 10-40 mol% cationic monomer unit having acryloyl group, 30-20 mol% anionic monomer unit and 40-87 mol% other radical polymerizable monomer unit as structural monomer units in the molecule to have an (anion equivalent Av)/(cation equivalent Cv) ratio of <1.2. The sludge is more efficiently dehydrated by using an inorganic flocculant in combination.
