PROBLEM TO BE SOLVED: To provide a valve-timing control device of internal combustion engine, capable of quickly converging the actual valve timing to the target value at the time of initializing the controlled variable, immediately after the put-on of the power or returning to the normal condition from occurrence of failures and also preventing deterioration of the combustion characteristics and the exhaust gas composition. SOLUTION: This valve-timing control device of internal combustion engine is equipped with an actual valve-timing control means 204 to generate a controlled variable (i) for a VVT40, and the deviation of an actual valve-timing Ta from a target valve timing To becomes zero, an integral control means 205 for calculating the integral correction valueΣKi for correction of the controlled variable by cumulating the timing deviations, an initializing conditions sensing means 207 to sense the initializing conditions of the integral correction value, and an initializing means 208 to initialize the integral correction value, when the initializing conditions are sensed, where the initializing means sets the initial value of the integral correction value to a negative value.
