PURPOSE: Disclosed is advertisement and publicity medium to increase advertisement and publicity effect by being shaped to any shape using power of wind, and to increase decorative effect like accessories in case of sticking to movable place like automobile etc. using wind. CONSTITUTION: This advertisement and publicity medium consist of wind bag submaterial being shaped to voluntary form by being expanded with power of wind; case(4) being fixed one part of the wind bag submaterial, being put with shrinkage state, being prepared wind inlet(10A) to inflow wind and outlet to be projected expanded wind bag submaterial for outside in both sides opposed to each other; elastic submaterial(12) being fixed one end in the voluntary position of the case(4) inside, being equipped inside the case(4) in case of shrinking expanded wind bag submaterial by connecting the wind bag submaterial with other end.
