The wheel has a tyre (1) defining a central wheel axis (4) and a wheel hub (3) displaceable relative to the central axis. The hub is connected to the tyre by means to form an active spoke (2). An energy accumulator supplies or withdraws shear energy to and from each active spoke which is controlled by a control device to allow a torque to be produced continuously on the wheel with an eccentric position of the hub. There are preferably three straight line active spokes whose first ends are fitted for swivel movement at uniform circumferential spacing on the tyre and whose second ends are connected to the hub. The length of the spokes can be varied so that the hub has a controllable distance from the wheel axis.
