PROBLEM TO BE SOLVED: To provide a cryptographic key generating device capable of generating the same cryptographic key by a code input in a cryptographic key generation configuration on the basis of bionic information and an enciphering and deciphering device. SOLUTION: In the configuration in which a cryptographic key is generated on the basis of various bionic information such as a fingerprint code, a means outputting a code on the basis of the bionic information and also, a means directly inputting the code on the basis of the bionic information are provided. It is possible to generate that same key as the cryptographic key generated on the basis of the bionic information without executing read processing of the bionic information by code inputting from a code inputting means. According to the configuration, it is possible to generate the same key and to execute enciphering and disciplining at a time when the bionic information can not be read. Security improvement is also realized by providing a converting and reconverting means for an input-output code.
