PROBLEM TO BE SOLVED: To improve charactenrstic for withstand voltage in a short time. SOLUTION: In this method of fabrication, each end surface of a columnar sintered body having voltage nonlinearity is ground, each of the ground surfaces are polished, an element is formed in which electrode forming surfaces 6a, 6b are formed, and an electrode is formed on each of the electrode forming surfaces. The electrodes are formed after the element is heat-treated at a temperature in a range from 500 deg.C to 1,100 deg.C for 2-10 hours in an atmosphere whose oxygen concentration is in a range from 21 vol.% to 100 vol.%.
