PROBLEM TO BE SOLVED: To provide a pavement concrete block the most suitable for growth of plants and having noise reduction effect as a roadway and its production method. SOLUTION: Water of 10-25 wt.% to cement and aggregate and granular foam polystyrene of a specific gravity of 0.1-0.8 and of 1-85 wt.% in a blending ratio to cement are put in a mixer to be mixed in order to make concrete of stiff consistency of the slump of 5 cm or less, and it is placed into a prescribed form, immediately after a prescribed shape is molded while vibration and compression force are applied, it is released. Thereafter, the concrete molding is cured at 5-80 deg.C to obtain the pavement concrete block A.
