PROBLEM TO BE SOLVED: To improve the quietness inside of a cabin by restricting the intrusion of the noise into the cabin through a clearance between an instrument panel and car body parts. SOLUTION: An instrument panel having projections 41, 42 at least one part of a sound absorbing layer 4 formed in at least one part of a back surface of a base material 1 is used, and the projections 41, 42 are elastically brought in contact with a car body part such as a cowl 6 and an air conditioner unit 300. The clearance between the instrument panel and the car body part can be sealed by the projection 41, and intrusion of the noise into the cabin can be restricted. Since the vibration of the car body part can be damped by the projection 42, generation of the noise due to the vibration can be prevented.
