PROBLEM TO BE SOLVED: To provide a method and a device for manufacturing a high-quality and thin-walled seamless belt by which the thickness precision of a resin tube to be discharged from an annular die is enhanced. SOLUTION: A thermoplastic resin extruded from an extruder 1 is dispensed into an annular die 2 through a gear pump 3 and resin tubes discharged from the lip part 2b of the annular die 2 are brought into contact with the surface of a cooling mandrel 5 to harden resin tubes by cooling. After this process, the resin tubes are taken up by a sending mechanism 9 while being kept in contact with the surface of a guide mandrel 6. Next the taken-up resin tubes are cut in the circumferential direction.
