SOLUTION: An adaptive emphasizing circuit 6 executes edge emphasis corresponding to edge emphasis and an average density to the output signal of a smoothing circuit 3. An LUT51 is a circuit for reading data from a memory table corresponding to the average density and outputting it, and its result is subtracted from an edge quantity by an adder circuit 52. When, the result of this subtraction is a negative value, the value is changed to be 0. A Laplacian 53 is a circuit for taking a difference between four adjacent pixels obtained by multiplying a pixel under consideration by four and outputting the result and extracts the edge of a smoothed picture signal. The output of the Laplacian 53 is obtained by multiplying the subtracting result at the circuit 52 by a multiplier 54. Further, an adder 55 adds the pixel under consideration and the multiplied value to edge-emphasize the pixel under consideration.
