PROBLEM TO BE SOLVED: To improve the response and operability of a system, which has data transmission restricted, for a user. SOLUTION: Data constituting a user interface function are given priority levels. For example, the area of a user interface picture is divided and priority levels are given to the divided parts. Or constituent elements of the user interface picture which have similar functions as to user's operation, but differ in data amount since they are different in fineness of display, etc., are set and given priority levels. Then the data are sent while divided according to the priority levels so that the response and operability to the user are improved.
