PROBLEM TO BE SOLVED: To provide a technology for slot access, which can obtain high throughput and low delay for a radio packet transmission system in mobile communication. SOLUTION: By a slot-selecting method for selecting a transmit slot used by a mobile station of a radio packet transmission system allowing communication between the mobile station and a base station, propagation loss is found, the occupation state and interference quantity of up slots are received from the base station, and desirable wave power is found from the propagation loss, and desired wave-power-to-interference quantity ratios of respective slots, whose occupation states are vacant, are found from the desirable wave power and interference quantity and used to select a transmit slot.
