PROBLEM TO BE SOLVED: To obtain an improved optical element whose refractive index is electrically adjustable. SOLUTION: The optical element 10 comprises a metal hydride layer 12 kept in contact with a hydrogen supplying layer 13. Those layers are held between electrodes 14 and 15. When voltage is applied to the electrodes in a certain direction, hydrogen is transferred from the hydrogen supplying layer 13 to the metal hydride layer to raise the concentration of hydrogen in the metal hydride layer. When voltage is applied in the reverse direction, the hydrogen is removed from the metal hydride layer 12.
