PROBLEM TO BE SOLVED: To provide a structure that can radially miniaturize a sliding ring, reduce a manufacturing cost and enlarge the available dimensional range of a packing. SOLUTION: A seal ring 12 presents almost cylindrical shape in which an outermost diameter Do and an innermost diameter Di respectively coincide with the outer diameter and inner diameter of a sliding surface 12a to an object sliding ring, and has a circumferentially continuous packing retaining groove 12c formed on the outer peripheral surface. A packing retaining step part 14c circumferentially continuous and opened to the inner peripheral side and the object sliding ring side is formed at a fitting face of a retainer 14 to the outer peripheral surface of the seal ring 12. End rising faces 12c', 14c', provided on the opposite side to the object sliding ring, of the packing retaining groove 12c and packing retaining step part 14c are in the mutually corresponding positions, and a packing 15 is interposed between the packing retaining groove 12c and packing retaining step part 14c with a required radial squeeze.
