PROBLEM TO BE SOLVED: To efficiently and safely move load and pallets on a front side of a container up to a rear part of the container. SOLUTION: A winch 31 is fitted on a lift bracket 12 of a fork lift 1. In a space part between plate materials on a lower surface side of the pallet 51, a tip of a locking tool 56 is locked. A hook 46 at a tip of a wire 45 wound on the winch 31 is locked on the locking tool 56. In a state that the fork lift 1 is stopped, the winch 31 is driven and the wire 45 is wound. As a result, the pallet 51 can be moved up to a rear part of the container 70.
