PROBLEM TO BE SOLVED: To provide a surface treated steel plate which is advantageously adaptable as a rust preventive steel plate for automotive bodies and has excellent perforation resistance, coating material adhesion property, electrodeposition coatability, press formability and weldability without using chromium. SOLUTION: This steel plate has zinc phosphate-base films containing Mg on the surfaces of a galvanized steel plate and further has special films containing specific silicone resins having functional groups reacting with organic matter on the surfaces of these zinc phosphate-base films.
