PROBLEM TO BE SOLVED: To provide a method and an apparatus for treating circulating water constituted so as not only to supply circulating water reduced in the concentration of salts without using an ion exchange resin to a circulating water system to prevent the adhesion of scale to a piping or the heat transfer surface of a cooler to perform stable operation over a long period of time but also to reduce the amount of blow water to save water while reducing the effect of blow waste water on environment to the utmost. SOLUTION: A liquid passing type condenser 2 is arranged to a circulating water system 4 to which circulating water performing the heat exchange with an object 11 to be heat-exchanged such as machine equipment, air or a liquid is circulated, for example, a supply piping 6 for supplying supply water and supply water is passed through the water passing type condenser 2 and DC voltage is applied across a pair of the electrodes of the water passing type condenser 2 to remove an ion component from the supply water during passage to obtain supply water reduced in the concentration of ions and this supply water is supplied to the circulating water system 4 and, thereafter, a pair of the electrodes are short-circuited or a DC power supply is inversely connected to recover the removed ion component along with supply water during passage or recovering water to discharge the same out of the system.
