PROBLEM TO BE SOLVED: To adjust color balance with simple calculation without the aid of an operator and to suppress the occurrence of color failure even if plural colors are biased in one scene. SOLUTION: In a picture take-in part, a picture in the prescribed frame of a negative film is taken in and it is sent to a picture processing part 2 as the photometric values (picture data) of the respective pixels of BGR (S1). In the picture processing part, a histogram generation part generates the histogram of BGR for respective frames (S2). An operation part calculates weight coefficients corresponding to the frequency of respective sections for the respective sections corresponding to respective areas in the picture based on the respective histograms, operates a weighting average value based on the respective photometric values and the corresponding weight coefficients (S3) and outputs it to an exposure part (S4). The exposure part controls a light control filter unit based on the weighting average value and exposes a photosensitive material (S5). Thus, the contribution rate of a color having the light control value of large frequency to a whole can be suppressed by the operation of the weighting average value.
