PROBLEM TO BE SOLVED: To provide an apparatus for determining the quality of a battery in a short time. SOLUTION: A rectifier RECT 1 commutates a single-phase alternating current to generate a pulsating current supplied to a secondary battery B. The alternating component of the voltage between both terminals of the secondary battery B is supplied via a condenser C1 to inverted input or non-inverted input of a differential amplifier AMP1, which generates through the output terminal a voltage proportional to the voltage of the non-inverted input with reference to the voltage of the inverted input. If the voltage between both terminals of the secondary voltage B exceeds a prescribed value, the output of the differential amplifier AMP1 causes a light-emitting diode LED1 to be biased sequentially to emit a light indicating that the charging and discharging capability of the secondary battery B is not normal.
