PROBLEM TO BE SOLVED: To prevent the occurrence of dioxin by checking the fusion of flying ash in combustion of waste and preventing it from becoming a clinker and adhering to refractory and growing, while protecting a boiler water pipe from hot combustion gas, and further, by securing the stay time of hot gas in combustion. SOLUTION: In a waste incinerator fitted with a boiler where a secondary combustion area for a combustion gas product or the like to be burnt again is provided above a primary combustion chamber where waste is thrown in, and a water pipe aggregate is arranged through a refractory in at least that secondary combustion region, at least a part of the refractory material surrounding the secondary combustion region is divided above and below, and the lower refractory is made of material which is relatively better in heat conductivity than the upper refractory, and the refractory material and the shape of the water pipe aggregate are selected so that the combustion gas product or the like may be combusted, with the upper secondary combustion region at a temperature of about 850 deg.C-950 deg.C, and that the combustion product or the like may be combusted, with the combustion temperature of the lower secondary combustion region at about 850 deg.C or over.
