PROBLEM TO BE SOLVED: To reduce a jitter and an error in an over-writable phase change type optical recording medium. SOLUTION: When medium control information is recorded after an unformatted phase change type optical recording medium is formatted, the recording of the medium control information is performed by at least two times of overwrite.
