PROBLEM TO BE SOLVED: To obtain a gel-like emulsion composition for external use, especially a skin cream agent, excellent in sense of use and moisture retention, and having transparency. SOLUTION: This gel-like emulsion composition for external use is obtained by formulating a carboxyvinyl polymer, an oily material of one kind oil and fat or a mixture of two or more kinds of oils and fats, a polyethylene glycol solid or paste at room temperature, a humectant and an emulsifier.
