SOLUTION: In this tape dispenser for housing an adhesive tape P coated with the water-based glue and for giving the moisture to a glued part of the adhesive tape P with a brush or a sponge while giving a certain tension to the adhesive tape P and for cutting the adhesive tape, the adhesive tape is housed in the base 1, and a fixed roller 6 for giving a certain tension to the adhesive tape along the way for drawing the adhesive tape P arranged, and an arm 2 provided with a spring 3, a slip-preventing roller 23, and tape support rollers 9, 8 and to be stood for operation is provided over the fixed roller 6, and a tank 5 having a brush 4 is provided under the arm 2, and a tip of the base 1 is provided with a tape cutter 15.
